Good question: would the boarded up windows be legal if it were a private building?
Seems like a cheap way to reduce blight downtown by maintaining the Tacoma City Parking Garage which is raking in huge sums of money.

Naw, jigsaw cut a sheet of plywood into a huge stencil and use a mapp gas or old fashion blow torch.
With three people you could walk up, hold the board against the wall, burnout the stencil and walk away in less than two minutes.......
